That does depend on the situation and the traffic. In really busy traffic around here, the signal is really a 'hey, I need to go over there and I will get over there' and people will make space and possibly brake. So using it when not appropriate will cause a reaction and could be dangerous.

'But that's not how it is intended' and no, it isn't, but the other side is a much lower flow of traffic and especially trucks not even able to do actual lane changes. It has evolved as a way that works in high traffic (and also multiple turn lanes.) And I catch myself having to adjust to different
