My nominee for least convincing attempt to speak German in a film or TV show has always been William B. Davis in the Bermuda Triangle episode of the X-Files, but Sydney Greenstreet in Background to Danger is pretty bad.

TBF it was notoriously hard to find German actors in early 1940s Hollywood.
