Wouldn’t an intersection with lights tend to have more cross traffic than one with merely a stop sign? I’m guessing that’s why it has lights instead of stop signs?

Usually, the reason for a light (instead of a stop sign) is the need to be able to drive safely across a busy street (either to turn left or go straight) and for pedestrian crossing. You could also do all-way stops but that would back up traffic
