If the CPU has integrated graphics: unplug the power supply from the wall. Remove all but one stick of RAM. Make sure the stick is in the first spot for population, usually A1. Pull the graphics card. Storage you can leave in. Plug monitor to onboard graphics port.Plug power back in and try to boot.

ya remove all but critical components and see if it boots/has some display. then try adding back stuff one by one to see if there's a specific component that is the issue
