All the money being poured into prisons and concentration camps, into destroying homeless encampments and funding police brutality, could be used to support people and avoid these problems in the first place—but the risk of homelessness and prison ensures our docility.

Apart from that, our rulers despise us and believe that suffering is good for us, either because it will reform us or because we simply deserve it. They could probably shore up their control with some social democratic spending—but since they don’t think they need to, they don’t.
