I have a partially full bottle of Sailor Jentle Ultramarine, which has a distinct scarlet sheen to it's blue. Unfortunately, it's discontinued. But they do exist! Perhaps in the Sailr Shi-Kiori line? You may be able to find NOS of the Ultramarine, as well, I purchased it maybe four? five? years ago.

And I just re-read your skeet and realize you want Red that sheens Blue, not the other way around. Drat. Perhaps a Robert Oster ink? I have a couple of theirs, and they sheen in interesting and unexpected ways.
