sorry I missed this for like a month but like: on those terms it's still functioning, no? Like not sure what dysfunction you are referring to (congestion pricing rug pull, maybe?) but if Cuomo decided to reverse course there -- he did btw! -- it would look roughly the same as it does now.

There is nobody in charge. The Speaker of the Assembly - traditionally a position of great power; Shelly Silver ran the entire state as his own personal fiefdom there for 20 years - said that there was nothing he could do other than complain on Twitter about Hochul's Congestion Pricing switch.

oh, absolutely not. Cuomo would have lined eberything up with backroom deals and/or head-cracking so that as soon as the announcement is made, the alternate funds are already there and approved by the legislature, so there is no fight to be had anymore
