Miranda called for full debt forgiveness, Medicaid expansion, and $94 billion in aid in 2017. That is not the neoliberal position here. He's a well-meaning but kinda dumb theater kid, not a scheming technocrat
I would also point out that while he was still supporting the bill there were many vocal critics who were accurately predicting what it would do. But maybe he just didn't hear that critique or wasn't listening?
Hm. Yeah, it seems like his position has been a little ambivalent. Still, most of the activists I know in PR absolutely loath him. This piece gets at some of that. (Fwiw, I think "well-meaning but kinda dumb theater kid" describes him well.)
