For a fictional treatment of the issue, Kim Stanley Robinson's "Forty Signs of Rain" trilogy does a good job (and sadly, since it was before the 2008 financial crash, he has the reinsurance business pay for a lot of the mitigation work because it's cheaper for them than having to pay insurers.)
