I was under the impression that the biggest moral problem with cannibalism was murder. Like, the actual consumption could be argued down to desecration of a corpse, a misdemeanor in most states. So, if the polymorphed cow is sentient, the problematic bit remains, otherwise it's just delicious.

I think it's more of a question in whether this society practices endocannibalism (eating from the in-group, as funeral and passing power into the best generation) or exocannibalism (eating from the out-group, as a way of assessing power and disparaging their neighbours).
