I hear that point, and I think it's important not to make too much of individual counterfactuals, because they are by definition unprovable. But since the numbers from London were so stark (40% reduction is huge!) I think it's context worth pointing out when we have highly-publicized crashes

We don't know if congestion pricing would have prevented any single given crash, but we do know that (if we accept the 40% estimate, which is a key assumption) it would have prevented nearly half, and that feels like something worth mentioning when crashes happen?
