So, if Jeffries etc. want to play hardball, their leverage is to withhold D support for Johnson on either the eventual compromise budget, or a subsequent motion to vacate the speakership, unless he allows the VP confirmation to advance.

I know you're just doing an exercise here, so this isn't meant to scoff at you, but I find this beyond implausible given the current Republican house. They would never put forth another motion to vacate or shut down the government if they thought it might harm Trump in an election year.
