it isn't illegal the elements of an offence are not there. Under the legislation there has to be more detail in the threat. I know its frustrating but its not the police we need to be shitty at here.

To press charges maybe. But crime prevention is part of the police job. They manage to show up at gang funerals without any of this hand wringing about needing an actionable offense, it's time for them to show up for the library community.
