How does this affect the Posse Commitatus Act? Seems it could only ever be an official act, and now breaking it is meaningless? Am I thinking through this wrong?

No, you're exactly right. They stated that an "official act" violating a law does not make it an act he is not immune from. It is a dead letter. Combined with the pardon power, he is now allowed to order people to do illegal things and pardon them.
