If you want comments: WordPress.
If you don't care about comments: a static site generator. I think Eleventy and Hugo are the newest hotness. I chose Pelican as a reason to learn Python.

If you’re just wanting a static site and to sling some HTML with a little muscle behind it I’d recommend Eleventy. A number of other options if you’d like to get more experimental on the code-side, but won’t flood you with suggestions unless you do!
