Check Etsy -- I bought some terrific sets of mismatched plates a few years back -- if that won't work for your people, eBay/Liveauctioneers/your local vintage stores/flea markets? No one can currently offload china sets, so they're out there.

I know Replacements dot com can be a good resource but even the sets on their site seems pricey! Estate sales? Ummm ... I'm the actual worst for plates. We have my gf's Buffaloware plates/bowls and then the mish-mash of things I've added to it.

I had a good experience with eBay when I was in a similar boat. Got a full 16 person plus serveware China set for sooo cheap. I checked every month or so for a few patterns I liked and when this giant set showed up I offered a lower price I could afford and they said yes immediately.
