A long-standing "joke" I repeatedly heard when in automotive related public policy: In Europe, the regulations ensure vehicles are safe. In the US, the regulations ensure there is a clearly defined entity for survivors or estates of the deceased to sue.

There is this reputation the US has of being an overly litigious nation but it does seem more and more that suing for damages is the only way to get anything *done*. And even then not on a societal level, but just piece by tiny piece.
