I'm going to be honest, I don't think she was actually a secret fed spy, I think she just ended up giving them information because she's incompetent. She *somehow* weasels her way into things, but she's also constantly getting burned. She's not a mastermind, she's a charismatic idiot.

I dunno, I think that ineptitude makes her MORE likely to be being run because her handlers can make up for her weak spots in generating legends and the like; not competent enough to do this unaided.
