it doesn't say it's banning it, just that it opposes it. Biden's title IX rules and DOJ however, challenge red states BANNING affirming care for -everybody-. If you think that joe biden is worse than the opposition on this issue, i'd say you're wrong.

Yeah, that's a bad thing. Opposing health care for trans kids is bad. It's bad when Republicans block it, it's bad when a Democratic White House issues a statement opposing it. It shows that the president doesn't care about science and will acquiesce to hate groups to win votes
