I can see career employees being hesitant to follow illegal orders or uncertain about receiving pardons. But that’s why he wants to purge federal employees and replace them with loyalists!

This exactly. This ruling makes Schedule F much more dangerous since the only check on a president's power is his subordinates' willingness to carry out his orders
