It's part of a pattern of appointing extreme rightwingers as "independent" policy reviewers. The kind of thing Victor Orban does in Hungary. Now standard practice in the UK too.

In Brazil, where the floods ravaged the South, the (left-wing) president appointed an ally to oversee federal reconstruction efforts. Immediately the cry for a "technical name" began. The (right-wing) governor appointed his "technical name": an official in charge of privatisation. No cries.
