The cops in the subway mostly function the same way as prominently placed (fake) cameras: you see them, think someone is watching, so you don’t jump the turnstile or whatever

Police departments in general exist primarily to extract the biggest share of public money they possibly can, public safety is a weird hobby like ham radio that some members do on their own time
