Maybe a pigouvian tax on plastic bottles and strict quality standards on bottled water would tamp down the 'sell you bad water and profit by polluting' nature of the bottled water industry

A lot of areas have contaminated groundwater, so it’s cancer from that or this, I do try to minimize plastic consumption

There are no quality standards for bottled water. They use reverse osmosis systems to purify it. If you can afford to buy pallets of bottled water, you can afford to put such a system in your own home. And save money, plastic, etc, especially for municipal water supply.
