Wife & I played Catan: New Energies for first time last week with friends. Thanks to four young kiddos melting down as it got later (a novel end game condition! 😉) we didn't quite finish. But I got a good feel for the game...

Jesse - I loved the game Daybreak, by the creator of Pandemic. Teams (US, EU, China, RoW) have to work together to reach carbon drawdown, with a wide range of measures for energy, transportation, ag, land use. Even has COP negotiations www.daybreakgame.org

It's a bit complex (the various pollution/climate disaster mechanics are a lot to keep track of each turn!) but it captured the concept of local pollution vs externalities (negative spillovers of your fossil fueled development that impact everyone) quite well.
