I agree with you fully on the need for transparency on these matters, but I don't think the secrecy here is ill-intentioned. Between Russia's moving red lines and Republican opposition to Ukraine's survival, any announced changes can be accused of being escalations

In the meantime, Russia commits every possible depravity in Ukraine, and those red lines only seem to matter to us, and not to them (or Republicans, for that matter)
