There is just no evidence in the piece, and scant reporting in general, that Biden is anything less than fully effective as President. Yes, the cabinet could remove him if he were incapable, but there’s no sign of that. Indeed, he’s remarkably accomplished given the 50-50 Senate and GOP House.

It may be they at 81 he can’t maintain a full campaign schedule and also be president. Maybe there are other ways to campaign successfully, relying on surrogates including his young, skilled, and trusted VP to carry his message to voters. Maybe not, and he has to hand the campaign to her.
