It doesn't really matter. The United States Gov't creates its own money and as such Can Never "Save" "Borrow" or "Be in Debt". The only thing we need to know about Climate News is did this actually decrease GHG Emissions and my guess is not by a lot. newrepublic.com/article/1582...
