This is 100% accurate. Though it can be a noble goal, the lack of aggressive government enforcement makes this a reality. California and Florida plaintiff’s lawyers made a killing doing just that in the past 30 years.

I do not begrudge ADA plaintiffs' lawyers their living. I know, however, that any attorney who believes that they have found a violation of law (including in the APA context) can *always* find a plaintiff to be the face of the case.
