I’m not sure I understand the distinction. What is the “story” apart from the language used to tell it? Just a plot outline?

I would say plot, characters, ability to evoke emotion in the reader, how much it makes you want to keep reading to find out what happens...that sort of thing. As opposed to the sentence-crafting: avoiding comma splices, not using "suddenly" all the time for no good reason, odd word choices, etc.
