Honestly, I’m not sure anyone other than the original editor (was it Mark Waid? I think so?) had any idea what Keith was going to do. Paul Levitz famously handed the book off and signed off on everything without knowing a thing. He avoided even reading it until Keith was about to leave.

I don't know either offhand. But I would agree it would have worked well as a prestige or maxi-series while they kept a "regular" Legion book going on the side for the readers who didn't want to move on to a full-time dystopia. And 5YL got VERY VERY dark with the characters so I don't blame people
