Serious question: How is "If you report a war crime, we restrict aid to your country" not a crime itself?

here's what the last year and a half have taught me: none of that matters. If there are no repercussions for what you do, there's nothing stopping you from doing it. Is it even a crime if there's no law repercussions? They've learned that when nothing happens when they commit a crime, why stop?
