it was meant as a group gift, with pictures of all of us, to be clear. But to give it without me when i did the initiation and the execution, on someone else's bday party, without discussing it with me, nor with me there, when there is another party next week, does not feel great

not whiny at all, seems like something that one person did out of tempo with the general consensus (e.g. given with you there and at next week's party). If I were you I'd talk to the person that slipped up, but try not to let it blow up enough that it gets back to the recipient.
