I bet the Secret Service is psyched to have to consider the possibility that one of their protectees might legally try to assassinate another protectee. Even if they calculate this is unlikely, it would something that they would Not Want To Screw Up. Low probability-high impact scenario.

And conversely everyone with Secret Service protection is ipso facto surrounded by people who might be ordered to assassinate them at any moment. The Protection Detail of Damocles, so to speak.
