I'm a little optimistic they won't do it here -- the question of what institution is a state actor is ultimately one of state law and I don't think even this court would say that religious institutions have a free exercise right to be state actors.

The theory would have to be, I think, that they aren't truly a state actor? But it's harder to write that opinion than Carson--charter schools follow all kinds of detailed regulations like public schools. Also in lots of cases, unlike vouchers, students can't choose not to go to a charter.
