It's just tricky here because the right to bear arms is part our constitution, so getting people to follow through with it, even with heavy financial rewards, would be tough. It's sadly become part of the history and culture. I'm hoping I'm wrong, but I've seen some shit and crazy people

I understand what you mean. That part of the constitution is a genuine problem. Seems like getting rid of it, is the road to recovery but that’s seems like an insurmountable mountain.
