Yes, a President can still be impeach by a majority of the House and removed by 2/3 of the Senate. We have seen in the last 25 years that the likelihood of Senate removal is extremely (Clinton (1x), Trump (2x)). The threat of criminal sanctions has now been (almost entirely) removed.

Sure, odds are slim. Maybe I'm a dreamer, but I do feel like if any president actually told the military to start shooting people in the streets that even the current congress would impeach, but I might be giving the MAGAts too much credit. Especially if the people being shot were brown.
