2/ A quasi-autonomous non-government agency cannot be directed by the government to adopt a policy friendly posture, they can only be persuaded. Among a government’s tools of persuasion is the power of the purse. Hence the ‘quasi’.

a systemic problem in the UK is that these non-government organizations act like dead man switches. when one is defunded, e.g., a NGO for regulatory oversight, it doesn't mean the oversight is made unnecessary. it means that anything that requires that oversight is stalled. choke point.
