One way to describe what's happened is turning enforceable laws into optional norms. Or in other words, turning "must" into "are supposed to."

I think that’s a good analogy for the sort of awakening the McConnell Senate had. We went from norms are to be followed to norms aren’t the law and we don’t need to follow them
