Fresno’s traffic engineer, Robert Dier, was true to his training, which is much the same today. In 1951 Dier did not treat children walking to school as a form of transportation demand requiring accommodation but rather as a source of interference with transportation.

In traffic engineering, the delay drivers cause each other is valued and justifies major public road projects, but the delay drivers cause pedestrians is not generally not valued. Instead, pedestrian protections are still usually regarded as safety measures that delay “traffic” (motorists).
