15 minutes is very fast. Was that typical, reading Hornblower isn't a great guide to reality I suspect.

It was an astonishing performance considering the two frigates were pretty evenly matched and Chesapeake was if anything slightly stronger. Shannon's captain, Philip Broke, was one of the first true professionals and had his crew trained and drilled to perfection in gunnery and ship handling
