I always figured this is because "relative poverty" is usually discussed as a percent of median income, but SPM is based on a percentile of expenditures.

I guess so. But, I'm sure you see that's a distinction without a difference. In fact, one could say the SPM is even MORE relative as it is adjusted for local housing costs and is different for renters vs. home owners. I think mainly SPM advocates want to say they're not relative. They are.
