In the Netherlands we have what's called "traject controle", where a camera sees you at the beginning of a stretch of road and at the end. That's pretty effective at least on those stretches and it doesn't lead to people dangerously hitting the breaks

See, this seems like a much better system. Here you get lots of people hitting their brakes as they pass it, followed by a lot of those people going even faster to make that back up once they're in the clear.
