It’s already in motion. See: latest SCOTUS decisions giving powers to the courts instead of government agencies. And who decides if a presidential act is “official” or not? That’s right, the courts!

Yes, I know.... we also need to remember that everything SCOTUS decides can be reversed with the right Congress/Administration. Everything!! Proof? Google "SCOTUS decisions that have been reversed"
