That always made perfect sense for Britain. There are all sorts of weird unelected bits of the British government that the elected bits pretend don't have any power while deferring to them. A Ministry of Magic would just be another one - though it should probably be called something older.

Something like "Lord President of Her Majesty's Arcane Council". "Minister of Magic" is a bit too /modern/ a title to be squirrelled away, people would notice it. Something that sounds seventeenth century will be ignored as a powerless survival.
