All of those are real. But only Black Rod has any powers (they're the head of security for the House of Lords). Sometimes you run into one where there's a real job with a normal name (e.g. Lords Chief Whip) and a stupid name (Captain of the Honourable Corps of Gentlemen at Arms).

There are so many silly titles that you could easily slip through something like "Lord President of the Hermetic Council to His Majesty" and everyone would believe that is powerless ceremonial nonsense. But call it a comprehensible title like "Minister for Magic" and people would get suspicious.
