The first thing I thought of is that this is gonna make it hella easy for bad actors to deploy armies of harassers. "Here's a starter kit for who to hate-follow."

I'm not 100 down on this feature though. Starter kits is a good idea. I think we absolutely need to be enticing people away from the bad place by making it easier for them to relocate. But an important part of designing these features is thinking about all the ways they will be misused.
