that's not how the mob works. the boss wishes he wasn't in trouble, and the lieutenants carry out plans with no knowledge going to the boss. this is on barr, and not out of character i think.

You're right, it's a pure mob operation, but no doubt Trump signed off. Remember Barr auditioned for the job and Epstein worked for his daddy, who wrote a book, Sci-fi kinda sorta, about adult men raping teenage girls.
