voting rights should never be reduced because of incarceration. prisoners are citizens. any system of removing the right to vote, outside of stripping citizenship or expelling a person permanently from a country, is fraudulent and wrong. we are the county that we are, prisoners and all.

if 5%, or 25%, or 45%, or 75% of the populace is locked up, then regardless every single prisoner needs to be able to vote; the percentage of the population locked up is a political decision about what counts as crime and does not change the rights of citizenship.
