You can't violate HIPAA if you're not actually a healthcare provider. Phone apps that know where you are are not healthcare providers, so they can do what they want.

it obligates doctors, hospitals, and insurance companies to treat certain types of data in certain ways. If someone else gets their hands on that data- perhaps in a court record, perhaps by following you around, perhaps by getting your phone to snitch on you- HIPAA has nothing to say about it.
