I imagine that AGI will likely involve committees of independent models that have to negotiate every query; like the id, ego, and subconscious.

Kind of yes, but kind of no. You only need one overall model, but you do need compartments to get a more robust thought process. However that just expands the depth of thought. Digital sentience would emerge as soon as a unique internal language of thought emerges.
